Utility Billing

The City of New Hope utility bill is sent to customers at the end of each month and includes charges for water, sewer, recycling, storm drainage, street lighting and a water testing fee assessed by the State of Minnesota. This charge covers the regular testing of our water supply to ensure it meets high-quality standards.

The rates for all utilities are determined based on the funding needed to cover operation, maintenance, and capital costs. The rates are reviewed annually to ensure that they are adequate to cover current and anticipated expenses. The City of New Hope does not operate a private water supply well; instead, we purchase our water from Minneapolis.

Late and Returned Check Fees

Late fees are applied unless payment is received by the billing due date. A 5% late fee is charged on all overdue payments. Additionally, a service charge of $30.00 is applied for any returned check, regardless of the amount or reason for return. Please ensure that all payments are made on or before the due date to avoid additional charges.

The utility billing online payment service will allow you to look up your bill by name, account number, address or parcel number.

Sign Up for Automatic Payments Online

Automatic payment through the self-service Invoice Cloud provides residents an efficient way to automatically pay their monthly utility bill from the City. Automatic payments are deducted from the designated account on the payment due date. Automatic payments may be made using Visa, Mastercard, PayPal, Venmo or electronic check.

Beginning July 1, all online utility bill payments made with a credit or debit card are subject to a 3% credit card fee. Payments made using a checking account on the City's Invoice Cloud payment system will not be subject to this fee.

Tenants/renters should NOT sign up for these online services as the utility bill is registered to the property owner.

When an automatic payment is successfully set up, "Pre-authorized payment of (amount) will be drawn from your bank on month/date/year" will be displayed at the top of the monthly utility bill. Until this message is displayed, account holders must continue to pay the bill as usual.

Note: Signing up for automatic payment overrides any other autopayment previously set up with the City.

Those who prefer not to sign up for automatic billing can still pay their utility bill online through Invoice Cloud. Make a one-time payment by Visa, Mastercard, Paypal, Venmo or electronic check. To view your online account settings, or cancel or change an automatic payment plan, account holders must log into the Invoice Cloud system.

  1. Once logged into the account, select “My Profile” on the top right of the screen.
  2. Scroll to “Payment Methods” using the dropdown.
  3. Delete any old payment methods and add the updated account information. The City accepts several payment options such as debit, credit (Visa or MasterCard), and checking accounts.

It is your responsibility as the owner to update your online account with changes to your account that may impact the Automatic Payment plan. If funds are unavailable or the bank rejects the payment request, the account will be assessed an NSF fee of $30 and auto-pay will be canceled.

Pay Over the Phone

Pay utility bills over the phone by calling 844.869.3219. Customers will need to have the account number and customer number. This service only accepts Visa, Mastercard or an electronic check.

Pay in Person
Utility bills can be paid in person at New Hope City Hall, 4401 Xylon Ave N, from 8 a.m. to 4:30 p.m., Monday through Friday.

Drop-boxes are available at City Hall for after-hours payment. There is a drive-up drop box across from the main entrance on the median, and a second drop box near the entrance on the front of the building.

Note: Utility bill payments are no longer accepted in person or by drop box at the public works facility.
Sign Up for Paperless Billing

To signup for paperless billing, homeowners will need to have their account number ready. This can be found on their monthly utility invoices or by contacting the utility billing department at 763.592.6760. Once enrolled in paperless billing, homeowners will no longer receive a physical copy of their utility billing statement in the mail. Instead, they will receive a digital invoice sent to their registered email addresses.

Sewer
Winter sewer charges are based on water usage in December, January, February, and March. Summer sewer charges are calculated using the previous winter's average or actual water usage, whichever is lower.

Recycling
State and county laws require the City to offer a recycling program for its residents. This program is considered a utility service, and every property is charged a fee for it. The fee is not determined by how often or how much a resident uses the program.
