Utility Billing

Utility Billing

The City of New Hope mails utility bills to customers at the end of each month. Bills include charges for:

  • Water
  • Sewer
  • Recycling
  • Organics collection
  • Storm drainage
  • Street lighting
  • Water testing (required by the State of Minnesota)

The water testing fee supports routine testing to ensure the City’s water supply continues to meet high-quality standards.

Billing and Payment Schedule

Utility payments are due on the 21st of each month unless another date is listed on your bill.

Rates are reviewed annually and are based on the cost of providing services, including operations, maintenance and capital improvements.

Water Supply

New Hope does not operate its own private water wells. The City purchases water from Minneapolis.

Payment Options and Fees

Credit or Debit Card Payments
Payments made with a credit or debit card include a 3% processing fee.

Checking Account Payments
Payments made using a checking account are not subject to a fee.

Late and Returned Payment Fees

A 5% late fee is applied to any unpaid balance after the due date.

A $30 service charge is applied to all returned checks, regardless of the amount or reason.

Please make payments on or before the due date to avoid additional charges.

View Your Utility Bill Online

Easily find your utility bill online using your name, account number, address or parcel number.

Sign Up for Automatic Payments Online

Set up automatic payments to have your utility bill paid on time each month. Payments are deducted from your selected account on the due date.

You can pay using Visa, Mastercard, PayPal, Venmo or electronic check. A 3% fee applies to payments made by credit or debit card.

Enroll in automatic payment using Invoice Cloud at the link below:

Once your enrollment is complete, your bill will display: “Pre-authorized payment of (amount) will be drawn from your bank on (date).”

Until this message appears on your bill, continue making payments as usual.

Signing up for automatic payments will override any previous autopay arrangements set up with the City.

Important Note:
Utility bills are issued to property owners. Tenants and renters should not enroll in online payment services.

View Online Account Settings, Cancel or Change an Automatic Payment Plan

To view your account settings or make changes to your automatic payment plan, log into Invoice Cloud.

Cancel or change automatic payments:

Once logged in:

  1. Select My Profile in the top right corner
  2. Go to Payment Methods from the dropdown menu
  3. Remove any outdated payment methods
  4. Add your updated payment information

The City accepts debit cards, credit cards (Visa or Mastercard), and checking accounts. A 3% fee applies to payments made by credit or debit card.

Account holders are responsible for keeping payment information up to date. If a payment is rejected due to insufficient funds or a bank issue, a $30 fee will be applied and automatic payments will be canceled.


Make a One-Time Online Payment

If you prefer not to enroll in automatic payments, you can still pay your utility bill online at any time.

A 3% fee applies to payments made with a credit or debit card.

The maximum payment per credit card transaction is $5,000, but multiple transactions are allowed. There is no maximum for payments made by electronic check.

Pay Over the Phone

Utility bills can be paid by phone by calling 844.869.3219.

You will need your account number and customer number to complete your payment.

Pay in Person

Utility bills can be paid in person at New Hope City Hall, 4401 Xylon Ave N, Monday through Friday from 8 a.m. to 4:30 p.m.

Drop boxes are available at City Hall for after-hours payments. A drive-up drop box is located across from the main entrance on the median, and a second drop box is located on the front of the building near the entrance.

Utility bill payments are no longer accepted at the public works facility, either in person or by drop box.

Sign Up for Paperless Billing

Sign up for paperless billing to receive your utility bill by email instead of mail.

You will need your account number to enroll. This can be found on your monthly utility bill or by contacting the Utility Billing Department at 763.592.6760.

Once enrolled, you will no longer receive a paper bill. Instead, your monthly utility bill will be sent to your registered email address.

The New Hope City Council approved the utility rates for 2026, which are in the table below and became effective Jan. 1, 2026.

Every property connected to municipal water in the state of Minnesota is charged an annual $15.22 (effective Jan. 1, 2026) connection fee. This fee is collected by the city and paid to the MN Dept of Health for Water Testing throughout the state.

Sewer
Winter sewer charges are based on water usage in December, January, February, and March. Summer sewer charges are calculated using the previous winter's average or actual water usage, whichever is lower.

Streetlights
The streetlight charge is applied to all utility accounts and is used to fund streetlights across the city.

Curbside Recycling & Organics Collection
The City is required, by state and county law, to provide a recycling program for its residents. This service is a utility service, and every property is assessed the fee. The rate charged is not based on how often or how much a resident uses the program.

Storm Drainage
