Absentee (Early) Voting

Absentee Voting By Mail

Voters can request absentee ballots at mnvotes.org or by completing an application and returning it by mail, fax or email.

 Voters can complete absentee ballot applications at any time but should allow enough time for application processing and mailing of the ballot. Returned ballots must be received by Election Day.

Returning Your Ballot

Absentee ballots can be returned in person or by mail. Absentee ballots returned in person must be dropped off at New Hope City Hall by 8 p.m. on Election Day. Ballots cannot be dropped off at polling places.

Voters may drop off absentee ballots for up to three other voters. Those returning a ballot for someone else must provide identification showing their name and signature. Ballots returned by mail must be received by Election Day.

Vote Early In Person

As a result of recent Minnesota election law changes, the City will implement 18 days of in-person early voting beginning with the 2026 election cycle.

Residents will still be able to:
• Vote early in person during the City’s 18-day early voting period;
• Request and return absentee ballots by mail; and
• Vote in person on Election Day.

Hennepin County will continue offering absentee voting services during the full 46-day period before the election. Residents who wish to vote earlier than the City’s 18-day early voting period may continue to vote in person at the Hennepin County Elections Office beginning 46 days before Election Day or vote by mail by requesting an absentee ballot.

In-Person Early Voting Hours

You may vote early at New Hope City Hall, 4401 Xylon Ave N, from:  July 24 to Aug. 10, 2026, for the primary election (closed on July 4)
• Oct. 16 to Nov. 2, 2026, for the general election

New Hope City Hall is open from Monday through Friday, 8 a.m. to 4:30 p.m. Absentee voting is not available at City Hall on election day (Aug. 11 and Nov. 3). Voters must vote at your polling place.

o Monday, Aug. 10, 8 a.m. to 5 p.m.
o General election: 
o Saturday, Oct. 24, 9 a.m. to 3 p.m.

o Saturday, Oct. 31, 9 a.m. to 3 p.m. 
o Sunday, Nov. 1, 9 a.m. to 3 p.m.
o Monday, Nov. 2, 8 a.m. to 5 p.m.

Other Absentee Ballot Services

Military and/or Overseas Voters

Absentee voting procedures are available for military service members (including spouses and dependents) and voters residing outside the United States. Voters are advised to allow plenty of time for this process.

Delivery of Absentee Ballots by Others

The following voters may authorize an agent to pick up and return their absentee ballots for them (only during the seven days before an election):

  •  Patients in hospitals, residential treatment centers and nursing homes
  • Residents of group homes
  • Residents of domestic abuse shelters
  • Residents of assisted living facilities
  • Voters who are disabled
  • Voters who would have difficulty getting to the polls because of incapacitating health reasons

Voters currently living in a residential facility who are still determining if it meets the qualifications listed above should contact the administrator of their facility.

In order to have an agent deliver their ballot, the voter must complete the Request for Agent Delivery of Absentee Ballot Form (PDF) and the Absentee Ballot Application.

Voters must have a preexisting relationship with their agent. The agent will use the completed forms to pick up a ballot, bring the ballot to the vote and return the voter's completed ballot to the county auditor or city clerk. Each agent can only deliver and return ballots for a maximum of three voters. Agent delivery may only occur during the seven days preceding an election. Agent delivery ballots can be issued and accepted until 8 p.m. on Election Day.
