2050 Comprehensive Plan Update Begins

Planning New Hope's Future: 2050 Comprehensive Plan Update Begins
Posted on 04/01/2026

The City of New Hope is beginning its next comprehensive plan update. This long- range plan outlines the City’s vision for growth, development and public investment, shaping decisions on land use, housing, transportation, parks, infrastructure and community facilities. In short, it’s a roadmap for how New Hope will evolve to serve residents, businesses and visitors.

WHY THE PLAN MATTERS
The comprehensive plan touches every part of the city and sets long-term goals and policies that influence:

  • Future land use and redevelopment opportunities
  • Housing choices and neighborhood stability
  • Transportation and mobility options
  • Parks, trails and community facilities
  • Utilities, water and environmental stewardship

Because it addresses all properties, neighborhoods and businesses in New Hope, the plan plays an important role in shaping the community’s future and guiding City decisions for many years.

PLANNING FOR 2050
New Hope’s current plan, adopted in 2018, looks to 2040 and sets goals for housing, economic development, transportation, parks and other community priorities. The 2050 update will build on that foundation, incorporating new data, regional guidance and community input. Cities in the Twin Cities metropolitan area are required to update their comprehensive plans about every 10 years to align with Metropolitan Council regional planning requirements.

Updating a comprehensive plan is a lengthy, deliberate process that involves analyzing data, reviewing community trends and engaging residents and stakeholders. The City will draft the 2050 plan to meet these requirements, with input from the community, City staff, the Planning Commission and the City Council.

REVIEW AND ADOPTION
Once drafted, the plan will undergo a required six-month review by the Metropolitan Council and other regional agencies, which will assess it for conformance, consistency and compatibility with regional policies. City staff will coordinate responses to any comments, facilitate the approval process and bring the plan to the City Council for final adoption. The completed plan will then be formally submitted to the Metropolitan Council by Dec. 31, 2028.

COMMUNITY INPUT WILL BE KEY
Community input is an important part of the planning process. Residents, businesses and community stakeholders will have opportunities to share feedback as the work moves forward.
