New Hope City Council Adopts State Performance Measures, Approves Contract for Community-Wide Survey

At its meeting on April 11, New Hope City Council adopted resolutions implementing the state performance measures and approving a contract with Morris Leatherman Company to conduct a community-wide survey.

In 2011, the Minnesota Legislature’s Council on Local Results and Innovation released a standard set of ten city performance measures. The markers aid in measuring the public perception and effectiveness of services provided by the city. New Hope has participated in the program since its inception through the city’s annual survey. The city conducts a professional community-wide telephone survey with a random community sample every five years instead of the paper and online survey.

The professional survey scheduled to be conducted in 2020 by Morris Leatherman Company was delayed due to the COVID-19 pandemic. Morris Leatherman Company conducts market research in public and private sectors via a telephone survey and has completed the city’s last four professional surveys.

New Hope City Council reviewed the preliminary Morris Leatherman Company survey at its March 21 work session. Council was in approval of the survey questions with the addition of a question about if the city is doing enough to create a diverse, inclusive and fair community. This question was added to the final survey.

The Morris Leatherman Company will conduct the telephone survey with a random sample of 400 households for a total contract cost of $25,000. The survey will begin in late April with results presented to the New Hope Council, staff and the community upon its conclusion.
